Parents’ Rights in Massachusetts Child Care

At Northshore Early Learning Center, we believe parents and caregivers are true partners in every child’s care and education.


Massachusetts child care regulations and the Americans with Disabilities Act (ADA) protect your right to safe, fair, and inclusive child care.


We’re proud to uphold these standards—ensuring open communication, equal treatment, and a welcoming environment for every family.


Below is a summary of your rights as a parent or guardian, and how we support them at Northshore


Parent Involvement & Communication


1. The Right to Visit Anytime – Stop in Without Prior Notice

Parents may visit their child’s classroom at any time during operating hours.


Open communication and visibility are essential to building trust and community.


Example: You’re welcome to drop by mid-day to see your child during lunch or playtime.


2. Raising Concerns & Feedback – Your Voice Matters

If you ever have a concern, you have the right to speak directly with your child’s teacher or the center director.


We encourage ongoing dialogue to resolve issues quickly and collaboratively.


Example: If something doesn’t feel right, we’ll listen, discuss, and take action together.


Fair Treatment & Choice


3. Equal Treatment & Non-Discrimination – All Families Must Be Treated Fairly

Massachusetts law requires that all families be treated equally, regardless of race, language, income, or background.


A center cannot deny care because your family speaks a language we do not speak or because you use a state voucher.


Example: Every family deserves access to quality care, no matter their background or circumstances.


4. Rights for Children with Disabilities – Every Child Has the Right to Be Included

All children, regardless of ability, have the right to participate fully in early learning programs.


Under Massachusetts law and the ADA, centers must make reasonable accommodations to support children with physical, developmental, or learning differences.


At Best Friend’s, we work closely with families and specialists to create an inclusive environment where every child can learn and thrive.


Reasonable accommodations may include adjusting daily routines, modifying activities, or collaborating with Early Intervention or local public school specialists.


Example: If your child uses a communication device or requires sensory support, the center will partner with you to find reasonable accommodations to meet those needs.

Access & Privacy


5. Access to Your Child’s Records – Review and Correct Information Anytime

You have the right to see everything in your child’s file — from health forms to daily progress reports.


  • The center must provide access within two business days of your request.

  • You may request copies (a small copying fee may apply).

  • You may request corrections if information is wrong or incomplete.


Example: If your child’s allergy is missing from the record, you can ask to have it added right away.


6. Privacy & Confidentiality – Your Child’s Records Are Private

Your child’s records cannot be shared without:

  • Your written permission, or

  • A court order.


Example: A center cannot share your child’s medical information with another parent or outside organization without your consent.
